Wiemar Berlin was a fantasticly progressive city, somewhat accepting of things that would not be accepted again for a long time--or a decadant, libertine den of unholy lusts and excessive permissiveness--take your pick.
Is there any way that a similar city could crop up elsewhere, and survive with the riproaring night life, the acceptance of alternate lifestyles--in short, Wiemar Berlin lasting somewhere in spirit until today? (Bonus if it is actually Berlin)
Or will this take some sort of ASB's, a prevention of World War II, and the like?
Perhaps a POD involving a less catastrophic defeat of Germany, though not an overused German victory--besides, a victory would preclude Wiemar Berlin from ever coalescing.
Part of me is wondering if Brest-Livosk remaining the final outcome of the war in the east, but defeat in the west, might be necessary.
Low probability is acceptable, trying to avoid ASB's.
